I think allowing burquas is a case-by-case issue. If a school wants to ban burquas on the basis of security, they should have to prove that the school or community has had a history of violent incidents in which people concealed their identity. Or, if it's on the basis that it's distracting, then they should have to show that a class had suffered in grades when people in it wore burquas.
I'm all for having rules for the common good. But they have to be practical and their practicality has to be backed by evidence.
Yet if burkas are just allowed everywhere and anytime, who can say who would be inside them. Males could wear them easily (some reporters in Afghanistan have done so) to conceal themselves just as they could be used to bring 'unacceptable objects' into a place. how about a bank robbery with the guns hanging inside the burka? Covering the face allows almost anyone to be inside and they are more concealing than a motorcycle helmet.
Sorry but I rather think it is the other way round - we have to find a way to make sure a burka could not be misused. Until then, the burka needs to be restricted.
